David Windle
City of Roseville - 2004
David Windle is a leader for GIS in
local government, believing there are no limits and no boundaries to the
benefits of the technology if it is shared. Since he arrived from his native
Australia in 1994, he has made Roseville a leader of GIS activity, with its
operations widely recognized and widely copied. He has provided GIS data and
functionality to every city department - first on paper, then on CD, and now via
an internal web-based system. Shortly starting in Roseville he became involved
with the Ramsey County GIS User Group as a founding member. The Group has
allowed the county, cities, other government operations, and community-based
organizations to contribute to and benefit from mutually defined efforts. In
1997 he took on leadership of the GIS Task Force of the North Metro I-35W
Corridor Coalition. He mentored staff from the other six cities in the coalition
and led them to develop a sub-regional database of parcel data across two
counties, a rich demographic base, and a common land use map. That work provided
critical mass to the parcel and land use data work of MetroGIS - where David
worked closely with staff and committees. He has been generous
with his time and
the region is better for his leadership.
