Henry brings wide-ranging industry experience in competition policy, cost benefit analysis, efficient resource allocation and regulatory economics

Background

Henry Ergas is Deloitte's Senior Economic Adviser, based in the Canberra office. He joined Deloitte in late 2009 after working as a consultant economist at NECG, CRA International and Concept Economics. Prior to starting NECG, Henry was an economist at the OECD in Paris where he headed the Secretary-General's Task Force on Structural Adjustment (1984-1987) which concentrated on improving the efficiency of government policies in a wide range of areas, and was subsequently Counsellor for Structural Policy in the Economics Department. Since leaving the OECD in 1993, Henry's work has focused on competition policy and regulatory economics.

Relevant Experience

Henry has broad interests in, and experience of, virtually every area of applied economics, with a particular focus on issues of efficient resource allocation. He is an expert on the economics of telecommunications and has worked on telecommunications assignments in Australasia, Asia, the EU, North and South America, and South Africa across multiple organisations. He has also been closely involved in dealing with regulatory issues in a wide range of other industries, including public utilities and infrastructure, defence, aviation, surface transport and financial services. Additionally, he has worked over many years on issues in the economics of health and aged care. He has published widely in all of these areas. Henry has testified or provided expert opinions in both legal and regulatory proceedings in many jurisdictions, including Australia, Italy, Hong Kong and New Zealand. His work has also had a substantial developing country component. Over a period of many years, he has provided advice to mobile operators in Latin America on interconnection and termination rate issues, and has examined the concerns associated with maintaining service affordability in a competitive environment. He has also provided advice in Malaysia, Papua New Guinea, Singapore and Indonesia and to the World Bank.

Recent assignments for private corporations include work for Telstra, Telecom New Zealand, Telecom Italia, BellSouth, Telefonica, Qantas, Air New Zealand, Singapore Airlines, Visa International, Pacific National, Toll Holdings, CSL, the NRMA, Duke International and Macquarie Generation. Assignments for government entities include the Defence Materiel Organisation, the Commonwealth Department of Environment and Heritage, the Commonwealth Department of Health, the ACCC, the New Zealand Ministry of Economic Development, the Independent Pricing and Regulatory Tribunal and the NSW Treasury. He has also worked on a wide range of issues for leading law firms in Australia and overseas, including Blake Dawson Waldron, Clayton Utz, Freehills, Gilbert & Tobin, Mallesons Stephen Jaques and Minter Ellison.
